World War I (1914-1918) destroyed the great empires of Europe, paving the way for the creation of new nation-states including Latvia. The Latvian Preliminary National Council (LPNC) that was established in autumn 1917 in Valka played an important role in Latvia’s road towards independence and actively promoted the idea of independence both at home and abroad.
